Technical definition

With home routing the HLR answers SRI-SM with the home SMSC or firewall address (often with a correlation ID) so the originating network delivers MT SMS to the home network first, which then delivers to the subscriber.

Why it matters

Home routing is what allows an operator to screen inbound roaming and international SMS and to block bypass attempts.
